Where does motor carrier insurance data come from?
From the insurer, not the carrier. When a motor carrier is insured, its insurer files proof with the FMCSA naming the coverage type, the form, the amount, and the effective date, and files again when the policy is cancelled. Those filings are public, and they are the only insurance record that does not depend on a carrier telling you the truth.
