New carrier registrations — FAQ

In June 2026, 15,111 new carriers were added to the FMCSA census. Over the trailing 12 months, 176,356 new USDOT numbers were registered. Top states in June 2026: TX, CA, FL.
Only 7.2% of June 2026 registrants had BIPD insurance on file as of this snapshot. That is mostly timing, not delinquency: insurance filings and operating authority typically come after the USDOT registration, so the on-file share for a cohort rises for months after registration. It's also why screening a brand-new carrier requires more than an insurance lookup.
FMCSA's new-entrant program covers a carrier's first 18 months of interstate operation, including a safety audit. This tracker counts something slightly different — carriers newly added to the FMCSA census each month. A carrier stays a "new entrant" in the program long after its registration month.
Counts come from FMCSA MCMIS census data ingested into the CarrierOk warehouse (new records by added date, grouped by month), joined to insurance filings for the BIPD-on-file share. Complete calendar months only; the current in-progress month is excluded.
